How the network works

No single company, including QAELUM, decides what is true. Miners compete to produce accurate verifications, validators score them, and only results that reach consensus become oracle records.

EUDR: what changes on 30 December 2026.

The EU Deforestation Regulation, Regulation (EU) 2023/1115, is the most significant change to commodity trade rules in a generation. After two postponements, its main obligations apply to large and medium operators from 30 December 2026, and to micro and small operators from 30 June 2027.

What the regulation requires

Operators placing covered commodities on the EU market, or exporting them from it, must show three things: that the products are deforestation-free, that they were produced in line with the laws of the country of production, and that they are covered by a due diligence statement.

  • Covered commodities: cattle, cocoa, coffee, palm oil, rubber, soy and wood, plus products made from them.
  • Cut-off date: produce from land deforested after 31 December 2020 is non-compliant.
  • Geolocation: each shipment must be linked to the plots of land where the commodity was produced.

How the timeline moved

The regulation entered into force on 29 June 2023 and was first meant to apply from 30 December 2024. It was delayed by one year in December 2024, and again in December 2025 through Regulation (EU) 2025/2650, which set the current dates and introduced simplifications. In May 2026 the European Commission presented a further package of implementing measures and confirmed it will not reopen the text, so companies should plan for 30 December 2026.

What was simplified

  • Only the operator that first places a product on the EU market has to submit a full due diligence statement.
  • Micro and small primary operators submit a one-off simplified declaration.
  • Most downstream operators and traders no longer submit their own statements.

The core requirement did not change: plot-level proof of origin and deforestation-free status. The simplifications reduce paperwork for some businesses, not the need for evidence.

What it means for cocoa exporters in West Africa

Most cocoa is grown by smallholders on small plots that have never been formally mapped. Exporters now need to link every EU-bound shipment to those plots and show that none were cleared after 2020. In practice that means four things:

  • Map and register supplying plots, with boundaries that match satellite imagery.
  • Keep compliant produce physically separated from produce of unknown origin, because mixing can put a whole shipment at risk.
  • Hold evidence that can be checked by a buyer or regulator, not just supplier declarations.
  • Keep that evidence current as imagery and supplier lists change.

A company can be asked to prove the same fact, that a shipment did not come from deforested land, twice, in two different ways. A regulator can require it. A buyer, lender or investor can simply ask for it. Only one of those is legally binding, and the EU narrowed it sharply this year. The evidence itself matters either way.

Two different things, often confused

"ESG" and "CSRD" get used almost interchangeably, but they are not the same kind of requirement. ESG, environmental, social and governance, is a broad, largely voluntary framing: investors, lenders and large buyers increasingly ask companies to evidence it, without a single legal standard behind the request. The Corporate Sustainability Reporting Directive, Directive (EU) 2022/2464, is a specific EU law: companies in scope must publish audited sustainability disclosures alongside their financial statements, using the European Sustainability Reporting Standards.

Who CSRD actually reaches, after Omnibus

CSRD's scope changed substantially in 2026. The Omnibus I simplification, Directive (EU) 2026/470, entered into force on 18 March 2026 and raised the threshold for mandatory reporting to more than 1,000 employees and more than €450 million in turnover, both required. Independent analysis puts the reduction at roughly 80% of the companies previously captured. Non-EU parent companies with more than €450 million in EU-generated turnover enter scope from 2028.

In a cocoa or coffee supply chain, that threshold reaches the largest multinational processors and brands, not the exporters, cooperatives or traders beneath them.

Why the evidence is still needed further down the chain

Legal scope narrowed; commercial demand for the same evidence did not. Investors, lenders and large buyers who are themselves under pressure to evidence their own claims continue to ask their suppliers for it, whether or not a regulator requires the supplier to produce it. A processor now outside CSRD's mandatory scope can still be asked for exactly the same proof by a customer who is inside it.

Where the overlap with EUDR evidence is real

A company documenting deforestation-free origin for the EU Deforestation Regulation is already producing plot-level, dated, checkable evidence. That same evidence is a genuine input to the environmental sections of a CSRD disclosure, or to a voluntary ESG response to a buyer or investor.

This connection is structural, not yet demonstrated: no QAELUM record has been used in a live CSRD filing, because no pilot has reached that stage.

That evidence can support an EUDR due diligence statement and, for the large processors and brands who need it, the environmental disclosures CSRD or an investor now asks for.
